The encoding of a performance metric's dimensionality and scale uses a
_p_m_U_n_i_t_s structure; see ppppmmmmLLLLooooooookkkkuuuuppppDDDDeeeesssscccc(3).
As an aid to labeling graphs and tables, or for error messages,
ppppmmmmUUUUnnnniiiittttssssSSSSttttrrrr will take a dimension and scale specification as per _p_u, and
return the corresponding text string.
For example {_1, -_2, _0, _P_M__S_P_A_C_E__M_B_Y_T_E, _P_M__T_I_M_E__S_E_C, _0}, as the value of
*_p_u gives the result string _M_b_y_t_e/_s_e_c^_2.
The string value is held in a single static buffer, so the returned value
is only valid until the next call to ppppmmmmUUUUnnnniiiittttssssSSSSttttrrrr.
